Official criteria and legal thresholds

The criteria of ÇSGB (the Turkish Ministry of Labour and Social Security, MoLSS) include the 5 Turkish employees rule, the 50 million TL net sales exemption, and thresholds such as 500.000 TL in capital, 8.000.000 TL in net sales or 150.000 US dollars in exports. The final assessment and decision rest with the Ministry.

Is it legal to bring foreign workers from abroad?
Yes. However, the foreign national must obtain a work permit — or a work permit exemption — before starting to work in Türkiye.
Which countries can candidates be sourced from?
The source country depends on the position, industry, candidate availability, document workflow, consulate timelines and your working patterns. In an initial consultation, we identify the source country profile that best fits your company.
Does the 5 Turkish employees requirement apply to every foreign hire?
As a general rule, workplaces keeping balance-sheet accounts must employ at least 5 Turkish employees per foreign hire. Workplaces with net sales of 50 million TL or more in the last year may be exempt from this criterion for their first 5 foreign hires.
How do you determine how many foreign employees we can bring?

It varies by application type, source country, document status and the foreign mission stage. For complete applications, the Ministry review can be finalized within 30 days; the total operational lead time depends on the country and document flow.
